Under PUWER 1998 and BS 7883, all anchor devices must be inspected by a competent person at intervals not exceeding 12 months as a minimum. Anchors in aggressive environments, those subject to high frequency of use, or any anchor subjected to a fall arrest load must be inspected more frequently — or immediately in the case of a fall event. Proof load testing identifies anchor degradation that is not visible to the naked eye, including substrate deterioration, hidden corrosion, and fixing loosening. BS EN 795:2012 Class A1 anchors are designed for fixing to vertical or inclined surfaces — facades, parapets, and roof upstands. Class A2 anchors are designed specifically for roof surfaces, where the structural load direction differs. The distinction determines the fixing design and proof load test geometry. Fixing methods include membrane-penetrating fixings using specialist sealing systems, structural sleeper installations, or BS EN 795 Class E deadweight anchor devices which avoid membrane penetration entirely. This is an urgent compliance risk. Anchor devices with no installation records or inspection history cannot be confirmed as safe. The correct course of action is an immediate condition assessment and proof load test by a competent person. Any anchor failing proof load testing must be immediately decommissioned.
